President Fernando Lugo addressed a rally of some 15,000 people
outside congress on 20 April to mark the second anniversary of his electoral
triumph. Lugo rolled out his slightly tired claims that his Alianza Patriótica
para el Cambio (APC) coalition had ushered in a new era by ending the 61-year
stranglehold on power of the Partido Colorado (PC). Addressing a rally of some
5,000 people two days earlier, Lugo's estranged Vice-President Federico Franco
implied that far from championing transparency and honesty, there were signs
that the Lugo administration had perpetuated the corruption and clientelism
which characterised the PC's governance. The PC is planning an anti-government
