President Hugo Chávez announced a 40% increase in the salary of
members of the armed forces during his weekend broadcast Aló, Presidente in the
western state of Apure. Days earlier a retired General had complained about the
'Cubanisation' of the armed forces. Chávez virulently denied that this was the
case, but the timing of the increase looks like an attempt to preclude any
unrest in the barracks, especially as the government is pouring so much money
into arms acquisitions, and consolidate military support ahead of crucial
