Peru's ruling Partido Aprista Peruano (PAP) is being haunted by a
familiar spectre - corruption. The two secretaries general of the PAP, Jorge del
Castillo and Omar Quesada, have both been caught up in corruption scandals in
the last 10 days, leading one of the party's most influential deputies, Mauricio
Mulder, to claim that the PAP is in crisis. Corruption dogged the PAP during the
first administration of President Alan García (1985-1990) and the latest
scandals not only end the prospect of Del Castillo running for president in 2011
but also seriously damage the party's chance of success in regional elections on
