Argentina's former president, Néstor Kirchner (2003-2007), was chosen
by consensus as the first secretary general of the fledgling Union of South
American Nations (Unasur) by member nations during a summit held in Buenos Aires
this week. Kirchner's selection was rendered possible by the decision by
Uruguay's President José Mujica to remove his country's veto in the interest of
promoting more harmonious relations with Argentina. Whether Kirchner has the
personal attributes or the requisite dedication to fulfil the role of deepening
