Days before the anniversary of his first year in office (1 July),
President Ricardo Martinelli signalled a decisive break with the traditional
foreign policy of neutrality pursued by his predecessors. Martinelli not only
confirmed the presence of the Fuerzas Armadas Revolucionarias de Colombia (Farc)
in Panama's eastern Darién province bordering Colombia but he also accused the
former presidents Mireya Moscoso (1999-2004) and Martin Torríjos (2004-2009) of
secret talks with the Farc in order to prevent clashes on Panamanian
