Development: On 29 August Paraguay’s national senate approved a declaration calling on President Horacio Cartes to make changes at the helm of the country’s public security apparatus and to “reformulate” the government’s public security strategy so as to better combat the insurgent Ejército del Pueblo Paraguayo (EPP) armed guerrilla group.
