“There are political prisoners and people persecuted for their
politics in Colombia," former president Alvaro Uribe (2002-2010) said in an
interview published by the Bogotá daily El Tiempo on 7 December. His
comment jarred with events a day earlier in New York where President Juan Manuel
Santos became the first head of state to address the IX Summit of States Parties
to the International Criminal Court (ICC). The ICC's invitation to Santos to
deliver the keynote speech was a clear recognition of Colombia's innovative
approach to its judicial peace building process, through which it is
implementing post-conflict policies while still fighting illegal armed
