The second round run-off will not be held as scheduled on 16 January.
This is because it remains unclear exactly who will compete in it. On 28
December, one full month after the first round of elections was held, the
government agreed to grant a team of experts from the Organization of American
States (OAS) full and unfettered access to the ballot papers, tally sheets and
procedures followed by the provisional electoral council (CEP). The CEP came
under fire at home and abroad for rigging the elections after provisional
results showed President René Préval's chosen candidate Jude Célestin edging out
the popular musician Michel Martelly, to set up a run-off against Mirlande
