President Alvaro Colom ended the year by declaring a state of siege
in the impoverished north central department of Alta Verapaz, a move second only
in severity to the declaration of war, unprecedented as a means of reclaiming
towns under the influence of Mexican drug-traffickers. The measure, which
suspends constitutional guarantees, and was accompanied by a deployment of 500
soldiers and police officials, not only highlights the extent of the problem of
organised crime in Guatemala but serves as the latest instance of Colom's
increasing dependence on the military for law and order and distance from the
