Haiti's provisional electoral council (CEP) has dealt a fresh blow to
hopes that Michel Martelly's decisive and uncontested presidential victory would
signal an end to the chaos and uncertainty which has characterised the
elections. There were few surprises in its 20 April announcement of final
results regarding the presidential run-off. However the hitherto overlooked
legislative second round was a different story. The unexpected reversal by the
CEP - long accused of subordination to President René Préval - of 18 legislative
results (17 in the lower chamber and one in the senate) grant the ruling Inité a
much greater presence than the preliminary count suggested. This is threatening
