President Laura Chinchilla gave her security minister, José María
Tijerino, a dignified exit, praising some of his achievements, but it was
clear that he had become a liability and would have to go. Chinchilla
announced this week that his “cycle" had come to an end and that he would leave
his post by “mutual consent" on 1 May. His deputy, Mario Zamora, will replace
him. The most recent poll commissioned by the national daily La Nación
last month showed that insecurity remained by far the main public concern, just
