COLOMBIA | Mexico to 'facilitate' talks with ELN. A mid May offer by Mexico's President Vicente Fox to act as `guarantor' and 'facilitator'of renewed peace negotiations with the second-largest guerrilla organisation, the Ejército de Liberación Nacional (ELN), has been accepted by both President Alvaro Uribe and the ELN leadership. The ELN, founded in 1965, has been badly battered by the paramilitary organisations. It is now believed to have about 5,000 members.
