BOLIVIA | 'Terrorism' case founders on
leaked video. On 28 October police sources leaked to the media a video
that appears to corroborate claims that the 16 April raid in which three alleged
terrorists were killed had been staged by Utarc, a special forces unit which has
since been disbanded. The former commander of the Utarc, Walter Andrade,
testified on 5 October that his men raided the hotel after an attempt was made
to kill the cardinal archbishop of Santa Cruz on 15 April [SSR-09-04].
