HAITI: New decrees fan democracy fears

President Jovenel Moïse’s recent issuance of two decrees, which he maintains are intended to strengthen public security, is drawing major concern from local human rights groups as well as the international community. The decrees not only fan fears about impunity at a time when these are already rife over incidents such as the 2018 La Saline massacre [WR-19-34] for which former officials were recently sanctioned by the US. They have also once again focused criticism on Moïse’s practice of ruling by decree, which has been the case since January, when legislators’ terms lapsed and no replacements were chosen due to the failure to stage elections in October 2019.
