President Jovenel Moïse’s recent issuance of two decrees, which he maintains are intended to strengthen public security, is drawing major concern from local human rights groups as well as the international community. The decrees not only fan fears about impunity at a time when these are already rife over incidents such as the 2018 La Saline massacre [WR-19-34] for which former officials were recently sanctioned by the US.
