A lot is riding on the result of the gubernatorial election in Baja
California Norte. The Partido Revolucionario Institucional, whose candidate,
Carlos Hank Rhon, was only allowed to stand after a morally correct -but legally
dubious- judgment by the federal electoral tribunal on 7 July, clearly feels
that the Partido Acción Nacional (which controls both the Baja and federal
government administrations) is interfering in the election. Perversely the
interference will only matter if the Hank loses. If he does, the PRI may well
swing against the federal government's proposals in congress, where the
government does not have a majority and has been counting on the support of the
