ARGENTINA: Kirchner plan fails to dispel discontent

President Néstor Kirchner finally produced his latest anticrime plan which, contrary to official previews, did contain a number of novelties. These, however, did not impress the public at large: within days people had again taken to the streets, this time to press the supreme court into declaring a `judicial emergency'. Those who were impressed - negatively - were the provincial governments, who saw the Kirchner plan as an attempt by the central government to override provincial autonomies.
