A vote against rather than a vote for

The result of the election is Sonora is a big win for Manlio Fabio Beltrones, a former governor of the state who is now the leader of the PRI bloc in the senate. Arguably Beltrones, who has presidential ambitions, is now the second most powerful figure in the country after Calderón. Unfortunately, the federal government developed a penchant for taping Beltrones's telephone calls in recent years: it was caught doing so just before the elections.
