On 7 October this year militants from Hamas crossed the border between the Gaza Strip and southern Israel, unleashing a savage spree of killing and hostage-taking. Israel, taken off guard, responded by bombarding densely populated Gazan cities, as well as by cutting off water, power, and other essential supplies. An Israeli invasion of Gaza and a wider-ranging Middle East war both looked like serious possibilities. Across the world governments and foreign ministries found themselves having to take a position on the renewed conflict. For many this meant finding a way to condemn acts of terrorism by Hamas while appealing to Israel to observe international humanitarian law and avoid civilian casualties.
