COLOMBIA: ELN talks reach critical juncture

President Gustavo Petro has chosen this moment to ratchet up pressure on the Ejército de Liberación Nacional (ELN) guerrilla group to cease kidnapping and to release its remaining hostages. If he succeeds it would strengthen support for the peace process and could even help his government regain some popularity after the setback of the recent regional elections, but the strategy is fraught with risk. The ELN is not easily moved. By demanding that the guerrilla group agree to abandon one of its longstanding sources of finance, anything short of this could be interpreted as a defeat and could further erode support for Petro’s ‘total peace’ initiative.
