When the US government blacklisted Paraguay’s former president Horacio Cartes (2013-2018), the country’s most powerful political figure, for “significant corruption” in July 2022 and imposed sanctions on him and his tobacco company Tabacalera del Este SA (Tabesa) six months later, it was heralded by the political opposition as a seminal blow against pervasive corruption. Those sanctions were lifted this week, however, and Cartes looks set to expand his influence and entrench his control over the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC).
