The refusal, so far, of Nicaragua's supreme electoral court (CSE) to
allow established electoral watchdogs to oversee the 9 November municipal
elections is the latest in a series of CSE decisions sparking fears about the
legitimacy of the forthcoming electoral process. The court's earlier
controversial rulings included a ban on two political parties - the dissident
Sandinista party Movimiento de Renovación Sandinista (MRS) and the Partido
Conservador (PC) - and the postponement of regional and municipal elections in
the Región Autónoma Atlántico Norte (RAAN), a region which the opposition was
