PARAGUAY: Lugo makes bold foreign ministry appointment

President-elect Fernando Lugo courted controversy in July by appointing a new foreign minister-designate whose past diplomatic activities have been questioned by the US. Alejandro Hamed Franco will take up the post when Lugo takes office on 15 August. Hamed, of Syrian descent, was serving as ambassador to Lebanon when he responded to Lugo's call after Milda Rivarola turned down the post because of insoluble differences over the binational hydroelectric dam, Itaipú.
