BOLIVIA: Last-ditch effort before Rodrí­guez resorts to a decree

With elections no longer possible on 4 December efforts are now concentrating on trying to hold them with enough leeway to allow the scheduled handover of power to the new authorities in January. As congress failed last week to reach agreement on the vexed seat-allocation issue deliberations have shifted to an emergency gathering of legislators and civic leaders in Santa Cruz; if this fails President Eduardo Rodrí­guez is most likely to resort to an executive decree.
