ECUADOR: Parties in congress outwit Palacios

Executive and congress continued to narrowly avoid a direct conflict of powers last week, as President Alfredo Palacio tried to side-step a blocking manoeuvre by the legislature and call his referendum on a constituent assembly by decree, only to find himself outmanoeuvred on that front as well. After appearing to concede defeat he returned to the fray, with a barely disguised invitation to the public to take to the streets in support of his initiative.
