President Alan García celebrated the decision last week by his US
peer George W Bush to ratify the bilateral Free Trade Agreement (FTA) between
Peru and the US in one of the final acts of his presidency. The successful
culmination of the FTA, which will come into force on 1 February, coincided with
the publication of an opinion poll showing García's popularity at a six-month
high. While these stories grabbed the headlines, a major development in the
interior of the country went largely unreported: the government created a new
military region in the Apurímac and Ene river valleys (VRAE) last week to step
